This Kingdom is ruled by Magnunus, King of the Parisi who is old and feeble.
The Civitas of Petvaria Parisorum was founded to be the capital of the Rex Parisi, and was also developed as a large Roman Naval Base, second only to the base on Vectis Insularis [Isle of Wight].
The presence of the Naval Base has had a detrimental effect on the authority of the Kings of the Parisi, as the authority of the Kings has been undermined by the Procurator in charge of the Naval Base. The illness of King Magnunus, and the duties of his son, the Crown Price Aeron, which keep him out of the City, have allowed this to become more pronounced in the last few years.
The authority of the King outside the City is untested as the taxes are collected by the Roman Vicarius authority, and thus places like Beverly are effectively semi-autonomous.
